Dr. Mark R. Shinn is Professor of School Psychology and Program Director of the School Psychology Program at National Louis University, 1 of 2 NASP accredited programs in the Chicago area. Prior to joining NLU, he was professor of School Psychology and Special Education at the University of Oregon for 19 years. Dr. Shinn also serves as Project Director of the Northern Region of IASPIRE, an OSEP and Illinois State Board of Education personnel preparation project designed to support implementation of RTI and EIS. In 2006, he co-designed the RTI/EIS training for the Bureau of Indian Education (BIE) that was delivered to Indian Nations across the country by the Consortium on Reading Excellence (CORE). He serves as a member of the CORE national advisory board and was a member of the Friends of Idaho Reading Community.
Dr. Shinn is a nationally recognized contributor to research and practice of scientifically based progress monitoring and universal screening using Curriculum-Based Measurement (CBM), publishing more than 50 journal articles and book chapters on the topic and editing two major CBM books. He was one of 6 members of the Technical Review panel for the OSEP-funded National Center for Student Progress Monitoring and continues to contribute to AIMSweb, a publisher of CBM materials and a web-based system for organizing and reporting CBM data. He serves as a consultant for the assessment elements for two remedial intervention programs, Jamestown Reading Navigator (JRN) and Vmath. Dr. Shinn also co-edited three editions of the NASP Interventions book, including Interventions for Achievement and Behavior in a 3-Tier Model, including RTI (expected 2009).
Dr. Shinn began his efforts to build service delivery systems tied to the principles of (a) student need, (b) data-based decision based making, (c) scientifically based interventions, and (d) improved student outcomes for all students almost 30 years ago in St. Paul and Minneapolis Public schools. He has consulted with schools in over 35 states on a variety of topics related to RTI, EIS, multi-tiered services, Problem-Solving, and use of CBM in data-based decision making. As a researcher and effective pre-service training professional, Dr. Shinn has been a principal investigator on more than $4.1 million in federal personnel preparation and research grants. In 2003 Dr. Shinn received the Jack Bardon Award from Division 16 (School Psychology) from the American Psychological Association for Distinguished Service. The award, in part, read, “for more than two decades, Dr. Shinn has assessed effective assessment tools for the diagnosis, placement, and remediation of learning and behavioral problems. Dr. Shinn also is a member of the national advisory board for the Consortium for Reading Excellence (CORE) centered in Berkeley, CA and is a member of the Friends of Idaho Reading Community.
